Robert
Lucid was sworn in as Chief of Police in March of 2004. Chief Lucid has a
Master of Administrative Science Degree, is a Certified Public Manager and
has a Bachelor of Arts Degree. Chief Lucid has risen through the ranks of
the Summit Police Department; he started as a Patrolman in 1975. He was
promoted to Sergeant in the Traffic Unit in 1986. In 1992 he was promoted
to Lieutenant, he was in command of the traffic unit and records
department. He was promoted to Deputy Chief of Police in 1993.
Chief Lucid is constantly involved in the day to day operation of the
police department. He has set high standards for all the members of the
department.
Chief Lucid likes to remain in touch with the needs and concerns of the
residents and business people in Summit; one of his goals is to increase
the involvement of officers with the various community groups so we can
achieve the necessary feedback from the community.
Since his appointment as Chief of Police there have been several staffing
changes, a new Deputy Chief of Police, a new Detective Commander, two new
Patrol Lieutenants, a new Juvenile Sergeant, Detective Sergeant and two
Patrol Sergeants. Chief Lucid continues to make strides to improve the
Summit Police Department. He will continue and improve on the tradition of
exceptional service to the community exhibited by his predecessors.

Paul Kelley

Deputy Chief Kelley joined the
Summit Police Department in September 1983 and worked as an officer in
the Patrol Division. In December of 1983, he graduated from the Union
County Police Academy. In 1990, he was promoted to the rank of Sergeant
where he served as
a supervisor assigned to the Patrol Division.
In
2003, Dep.Chief Kelley was promoted to the rank of Lieutenant where he
served as a Patrol Bureau Commander and in August of 2005 was assigned
as Detective Bureau Commander.
Dep.Chief Kelley has a Bachelor of Science degree in Criminal Justice
and is a graduate of Rutgers University Traffic Engineering Program and
Northwestern University’s School of Police Staff and Command.

by Lt. Robert Weck and Lt. Dennis VanNatta, the patrol division of the Summit Police is the backbone of the
department. Every call for assistance is answered by the patrol
division. Every patrol officer is expected to be involved in reducing
crime in the City of Summit, this is accomplished by pro-active law
enforcement and community policing.
