The Traffic and Special Services Bureau has been operational for several years, the Bureau is headed by Lt. John Dougherty and staffed by Sgt.David Richel and Patrol Officers James Freeden, Rodney Watson and Sam Rutkowski. The purpose of the new bureau is to respond in a more efficient and effective manner to general issues of community policing, including traffic safety and engineering, community education, crime prevention, D.A.R.E., and other safety programs.
Members of the Traffic & Special Services Bureau (T.S.S.B) are committed to providing the citizens of Summit safe roadways for both motorists and pedestrians alike.
The police department and the T.S.S.B will continue to gather information on locations throughout the City that are experiencing traffic related problems. Once documented, these areas will be monitored by officers for the utilization of the three E’s of traffic; education, engineering and enforcement. Using these tools, the department and City departments will educate the public on traffic and safety issues as the overall goal is to have motorists and pedestrians comply with motor vehicle laws.

According to the National Safe Kids Campaign, bicycles are associated with more childhood injuries than any consumer product except the automobile.
Children are more likely to be injured on residential streets close to home. Nearly 60 percent of all childhood bicycle-related deaths occur on secondary roads. The typical bicycle crash with a motor vehicle occurs within one mile of the bicyclist’s home.
Unfortunately, a child’s behavior is often a risk factor. Most childhood bicycle-related fatalities are associated with behaviors such as riding into a street without stopping, turning left or swerving into traffic coming from behind parked cars, running a stop sign or riding against the flow of traffic.
About 540,000 bicyclists visit emergency rooms with injuries every year. Of those, about 67,000 have head injuries, and 27,000 have injuries serious enough to be hospitalized.
Nearly half (47%) of children ages 14 and under hospitalized for bicycle-related injuries are diagnosed with a traumatic brain injury. It is estimated that collisions with motor vehicles account for nearly 90 percent of all bicycle-related deaths and 10 percent of all nonfatal bicycle-related injuries.

Effective March 1, 2006 New Jersey's Bicycle Helmet Law has changed. Young people under the age of 17 will be required to wear an approved helmet when cycling, roller skating, in-line skating, or skateboarding.

Motor Vehicle crashes are the leading cause of death of children ages 4 to 14.
During 1998, 61% of children ages 0 to 14 killed in crashes were unrestrained.
Approximately 80% of child safety seats are not used correctly.

Proper Child Seat Use
Infants must be rear-facing until age 1 and 20 pounds.
Children 20-40 pounds forward-facing with harness system.
Children up to age 8 or 80 pounds must be in a booster seat.
New Jersey Child Seat Law
Driver is responsible for all passengers under age 18.
Children up to age 8 or 80 pounds must be in a child seat or a booster seat.
Children under age 8 who weigh more than 80 pounds must wear a seat belt.
Children ages 8 to 18 must wear a seat belt.
Other Important Information
Never place a child in a used safety seat unless you know the full history of the seat.
Do not use a safety seat that is more than 6 years old.
Replace any child seat that is in a car during a crash.
Never place an infant in the front seat where there is an airbag.
The middle of the rear seat is the safest location for a child.
