Robert Lucid was sworn in as Chief of Police in March of 2004. Chief Lucid has a Master of Administrative Science Degree, is a Certified Public Manager and has a Bachelor of Arts Degree. Chief Lucid has risen through the ranks of the Summit Police Department; he started as a Patrolman in 1975. He was promoted to Sergeant in the Traffic Unit in 1986. In 1992 he was promoted to Lieutenant, he was in command of the traffic unit and records department. He was promoted to Deputy Chief of Police in 1993.
Chief Lucid is constantly involved in the day to day operation of the police department. He has set high standards for all the members of the department.
Chief Lucid likes to remain in touch with the needs and concerns of the residents and business people in Summit; one of his goals is to increase the involvement of officers with the various community groups so we can achieve the necessary feedback from the community.

Deputy Chief W. Paul Kelley joined the Summit Police Department in 1983. He moved up through the ranks to his current position. He has served as a Sergeant in the patrol bureau, Detective Sergeant in the Juvenile Bureau, and as a Lieutenant in both the Patrol and Detective Bureaus. He has a bachelors degree in Criminal Justice and a Master in Administrative Science from Fairleigh Dickenson University. Deputy Chief Kelley believes in community based policing where the police are immersed in every facet of the community.

Led by Lt. Robert Weck and Lt.Dennis VanNatta, the patrol division of the Summit Police is the backbone of the department. Every call for assistance is answered by the patrol division and then communicated to the appropiate bureau.
All patrol officers are expected to be involved in reducing crime in the City of Summit, this is accomplished by pro-active law enforcement and community policing, many officer spend their own time attending community events and P.A.L functions.
